    As found!
    Please see all photos for details. While taking photos I realized there is a bit of rubbery glue or maybe rubber cement on the bottoms of the wheels & horses feet. With a toothpick & some patience it looks like this could easily be removed. The wheels still roll nicely & everything works but I did want to point out - it looks like someone had this glued to something at one point.
